    The following updated questions will be addressed by all candidates:

    1. Are you for or against the "One University Place" development project
    2. What kind of development is most appropriate at the St. Andrew Church site?
    3. Are you in favor of Tax Increment Financing (TIF) for development at the St. Andrew Church site?
    4. Are you in favor of the City using the PUD process, development agreement, TIF and/or other means as a way to prevent ownership of the church property by a tax-exempt entity?
    5. How do you view the financial condition of University Heights and how would you monitor and make adjustments in the future, if necessary? Do you think city services and city infrastructure are adequate in University Heights?

  • A Note from Police Chief Ron Fort regarding two officers riding in cars:

    UH POLICE INFORMATION: 2 Officers in a Squad car

    I have been asked by several UH Residents about 2 officers in a squad car plus several officers working at the same time.

    UHPD has a small staff of paid officers. We have way too few for two paid patrol officers to be driving around in a squad car or even working at the same time. There are a few exceptions like when we take a car in for service and get a ride back to the office. UHPD does have 10 non-paid [$2.00 per year] Reserve Officers. They are required to put in 16 hours a month and several average over 40 hours a month. The reserve program is divided into two teams with a “lead reserve” in charge of each team. Both lead Reserve Officers are “car qualified” which means they can drive a squad car without a paid officer with them.

    The rest of the reserve officers must ride with or drive with a paid officer or lead reserve officer in the car with them.

    Thus due to the over 160 hours a month the reserves are required to work plus the extra time they choose to work there are often two officers in a squad. It is even possible for there to be 2 cars on patrol with two officers in each car. Of the 4 “officers” working only one is getting paid.

    All reserves, shortly after they are hired, are allowed to do school patrol, house watches, issue parking tickets, traffic citations, and make arrests as needed. Basically they can do almost everything a “paid” officer can do.
    Sometimes there may be two paid patrol officers on duty but this is normally restricted to special events.

    An example would be the traffic control for the two large funerals we had this month.
    Other times would be the Governor’s Traffic Safety Grant required Seatbelt enforcements, GTSG required OWI enforcement, New Years Eve, Halloween, and home football game days. These officers are generally being paid by a grant and not from the UHPD budget.
